Well photo number 1. Looks like scrape marks from another coin. Now the marks on the cheek I'm not convince those are die chips. It's 2am here and my eyes are wanting to shut. (Photo #2.) seems to me the planchet had the scrape on it before it was struck! (Photo #3) looks like scrape marks from another coin.

I would agree about scrape marks , but I bought this set of quarters uncirculated.

Being uncirculated doesn't mean perfect. Coins can have nicks, scrapes, Reed Marks, and a lot of other things and never circulate.

between the time a coin is struck and it reaches you, it gets jostled and bumped while being bagged, transported, and rolled

Unfortunately, these Die Chips are too small to have any value above face. They have to be pretty big, to have any value.
