I see die polishing lines in the bow, but only contact marks and maybe something in the w of we by the eagles head, but to get a better answer full pictures of both sides are needed and a brief description of what you are asking about.

Late to the game on this one. I say VAM-23. Need to see the date position and if the stars are doubled. But the wreath bow lines seem to match.

@fn187 it doesn't appear to be a VAM-11 as that has a C4/C3 (Two Olive type) Reverse. There would be two olives next to the Eagle's right (our left) foot. If you haven't already, I'd give VAMWorld a look as NumismaticsFTW suggested.
