my bet is that in lieu of detailing the coin they net graded it

I can see the net grade
Obverse is stunning
Reverse wouldn't be so noticeable if it wasn't as reflective in my opinion

It has to be net graded a bit. MS62 I could live with but apparently PCGS didn't deem it worthy of an MS grade.
