Definitely not a coin since it has no value on it. Looks like a tourist token of some kind that one might buy when visiting a location associated with Napoleon. On the reverse is the imperial guards eagle with lightning bolts in imitation of the Roman eagle standards. On the obverse, Napoleon is portrayed as a young man of the Republic, which doesn't match the imperial emblem. One would expect Napoleon with laurels, but that's not the case here.
