I'll take a preliminary stab. MS63 and the reverse looks PL. Obverse doesn't show enough contrast with these pics. Look fwd to reassessing with better pics.

the later photos are decent but too small. she looks like one of the better GSA coins. most are in the MS63 range. this one may be a tad higher but need larger photos. calling PL or even SPL on a coin requires much better photos are having some type of reference to determine depth helps nail it down such as newsprint or a ruler up against a vertically place coin.

Best way to photo PL and proof coins is to shoot them straight on with no angle and a dark background. The lighting should be diffuse and directly over the coin. This maximizes PL/DMPL contrast and works on regular Cameo Proofs as well.
One technique that helps is to get an old shoebox or other small container and line the inside with a dark or black fabric/black velvet, then photograph your coins after setting them inside. The dark material absorbs light rays that would reflect back to the lens, helping to make sure that the lens is only seeing the light reflected from the surface of the coin.
