The mint mark on this coin looks inverted to me. Please give me your thoughts.

Ball Serif S mint mark. Ordinary, except for that top spot where it was grease filled or took a circulation hit. The ball serif is an odd mark that was only used for a few years. Unlike most of the others, it looks sensible when turned upside down.

Hum, I think you sent the wrong image of the full obverse. Nice looking 1928 LWC.

It's common for the area between the ball serif and body of the MM to be weak or missing. Seems like the punch was weak there. Die work to flatten the field after a clash or whatever will often remove that area, and die wear often obliterates it as well.

It appears you have posted two different coins. 1945 well worn with some PMD. (bottom picture)

Pictures are different. The last picture shows a 1928 Wheat cent.

There are many examples of 1945S and 1946S LWC at were punched with a broken Mint Mark Punch.
In the "Official Price Guide to MINT ERRORS" Alan Herbert classified them as II-C-10 Broken Mintmark Punch. See Page 131.
This coin is one of them.
