I agree it is like "Coin Propaganda" the floating roof. Not a legitimate error but actually an over-polished die event. It's very common, more so on 1969/1970's Lincolns and as stated above the ones that sell show no sign of the roof being attached. I have a boat load of them.
They polish the dies (that are used to create the coins) at the US Mint occasionally during the life of a die to remove defects. That's how certain features are lost on a coin. Study up on it, it's real interesting.
