Noticed that this coin has a couple of blobs in on its face. I'm assuming this is a die chip but I have very little experience with error coins! Feel free to share your thoughts, I'd love to hear them.
Unfortunately, it is the oxidation of the steel under the copper coating. not a die chip below in the photo you can see the places on the design of the coin that are otherwise most often affected by that error due to the design of the coin itself
I'd agree; they're "rust bubbles", not a variety or error. These coins are made of plated steel, and like any plated-steel coin they will rust badly if something damages the plating layer. Steel expands when it rusts, which creates a "bubble" underneath the plating. There's another bump underneath the "i" in "Herzegovina", and on that one you can see the rusty-grey metal punching through the copper coating.
