Pics are too soft and dark to see surface details clealy enough to grade.

These are currently $29.50 at MS-63, so I wouldn't grade this one.
From the pic's provided it looks like an AU-58 at best, and it's not the missing dot variety.
I'd just put it in a cardboard flip.

It's worth about $20 Cdn as just scrap and less than $30 as a 63, which this coin isn't. It will cost you more than $40-50 to have it graded and mailed. Just keep it as a nice AU coin.

No. These in the original cello are just $20 cdn.

Business strike '64 dollars were not cello packed, PL dollars were cello packed. Only business strike '64 dollars can receive an MS grade.
"Dipping" is not considered cleaning...

Looks AU. I wouldn't send it in for grading. As stated, it would cost more than what your coin is worth.
