I'm with 64. End-roll toner. Lovely colors, strong clash on both sides. Looks like the clash happened relatively early in this die pair's life, as I don't see many other indications of die wear.
Sometimes the mint employees at the various mints would clean up the clash marks by polishing the dies, which creates lots of interesting artifacts, but New Orleans wasn't big on quality control back then - they'd just hub a new pair of dies, slap them into the machine and get back to cranking 'em out.
