Have a 2006 quarter proof set that is sealed never opened a case has no fogging. 2 quarters have a localizer reddish stain or hue. One is on the shoulder of the bison of the North Dakota quarter and the other is on the cliff face to the Colorado coin. And ideas what's up? If it's environmental I thought all 5 coins would have it?

The silver proof coins from this year are 90% silver and 10% copper. possibly a poor alloy mix for your coins.

Likely just improper alloy mix with that red area being higher Copper content.
I have seen this on Silver proof set coins before.
