Why would they even think of such a law? Granted ebay is an auction site, but why require a license and auctioneer training?

It does sound ill conceived. Sounds as if authors didn't intend it to apply to ebay vendors as well. Might be a means to increase compliance with state sales tax, if OH has one.

There's a lot of petty minds out there, ones with little comprehension of how the world works. This regulation is unenforceable and ludicrous in the extreme. If I were an Ohio resident, I'd be ignoring the law (civil disobedience) while at the same time, raising hell with my representatives in the state congress.

Reminds me of another situation resulting from small minds at work. In a certain Pacific Northwest state, a county passed an ordinance against vehicles traveling within and through its jurisdiction which carried radioactive cargo. Other than the obvious problems it immediately had with medical facilities and biological researchers, the US Navy also had a bit of a problem with it since its Ohio-class (strange co-inkee-dink) nuclear submarines passed through the county's waters and were in violation of the ordinance. The local sheriff had a heluva enforcement problem: not enough firepower.

Well it sounds to me as if they were intending to target mainstream sellers and not individuals. Of course, with any elected official, common sense is not a requirement. I personally would love to see some form of regulation come out of ebay. Sellers like that Savanah scammer take advantage of the rules. The ANA threw in their Two Cents just to receive the recognition. I don't have a problem with an individual selling a few coins here and there to offset their collection or make a couple of bucks, but once they start acting like they are dealers, they should be licensed and bonded. This would certainly cut back on the fraud.
