I see "READING" followed by a couple of other characters. I'm wondering if this served as a railway token.

In the search bar up top search "Official Counter Stamp" and it should be your first link listed.

And to agree with those above it sure does look like Pennsylvania.

There is a city in Pennsylvania named "READING" .

EDIT: To add some info found on the web..........

"Why is Reading PA famous?"
"It was once home to one of the largest railway systems in the country (where the familiar Reading Railroad from the Monopoly board comes from) which radiated in all directions from the City of Reading. The construction of the railroad was probably the single greatest factor in the development of Berks County."

Having collected counterstamps for over forty years now, I'm seeing no immediate railroad connection with this READING, PA piece. I'll do some checking to see if there may be a listed merchant from Reading. At times, other c/s's can help with the attributions of mavericks like this one.

Given the smaller sized font of this c/s, I'm inclined to suspect the issuer, possibly a metalsmith, may have worked with small products, like jewelry, watches, cutlery, fine instruments and the like. Also, whoever stamped this coin took care in its placement, centering it on the obverse. This was a purposeful intent .... but why so, remains the mystery?

Gregory G. Brunk's American and Canadian Countermarked Coins catalog does list a sole example of this counterstamp on an 1857 Flying Eagle cent (catalog number 33645), but gives no details about its origin.

Just to be clear for readers, the term "maverick" means that a c/s or token is unattributed to an issuer. A great many mavericks are listed pieces in token catalogs.
