Is-Blue-Dye-On-2023-Lincoln-Coin-An-Error-Or-Damage?

I'm new here, basically curious on if this coin is damaged or is an error? It doesn't seem to be raised, it just appears like marker was used on it but I can't tell as it looks almost like it was supposed to be there. I googled it but couldn't see anywhere saying it's an error, so thought I'd find people who might be more in the know. I always check coins for possible errors but can't say I really collect coins or anything. Just hoping I strike it lucky with a rare penny somehow making it into my hands. Thanks!

to the CCF, byuftbl! That is not an error. It is post-mint damage ( PMD) of some sort, although it's hard to tell exactly with the out-of-focus pictures. Most likely the copper plating has been removed from the surface exposing the zinc underneath.
