It is caused by an intentional Hammer job, corresponding damage and indentation on the same area on reverse further shows the way it was created( not struck this way at the mint)

Right, the reverse is deformed from the obverse hammer/vise job.

to the CCF and One of the big tells on a vise job is that the devices will be backwards or mirrored.
