I'm curious, what is the story, if there is one, behind the low mintage numbers in this time frame. I see all were minted in Philly during this time span. It just seems very odd.

If anyone has any info they'd care to share, I'd certainly appreciate it. Thx, Adam

I believe the mintages are low due to the Bland-Allison act of 1878 which restored the silver dollar as legal tender and required the U.S. Treasury to purchase each month between $2,000,000 and $4,000,000 worth of silver and coin it into dollars.
The mintages for the Half Dollar were as follows (MS&PR),
1879 = 5,900
1880 = 9,755
1881 = 10,975
1882 = 5,500
1883 = 9,039
1884 = 5,275
1885 = 6,130
1886 = 5,886
1887 = 5,710
1888 = 12,833
1889 = 12,711
1890 = 12,590
1891 = 200,900

The explanation I've read is lack of demand due to high mintages in the mid 1870's. The only one I have is an 1889 in VF/XF. They're very hard to find in shops, but specialists like Greer, Fortin and Briggs always have some - for a price.

Allegedly, many of the halves minted during that time span were sent overseas and very few stayed in the States.

Basic answer, no demand. The quarter mintages are similar.
