1828 Half Cent - Is It A C-3?

I decided I'd value my collection, so I was trying to find a value for my 1828 13-star Half Cent. But the NGC coin list I was using lists two types of coins for this date with 13 stars, C-1 and C-3. A little research told me my coin is not a C-1. Is it a C-3?

After a little more research, I don't think it's a C-3 either, so what is it?

The only references I can find for this coin for this year is if has 12 or 13 stars.
The C designations that I find are for other years (like the 1809)

It is the C-3 variety. The tip of the leaf on the reverse is beyond the end of the 2nd S in states.
