I often se hazy coins go for high prices or coins without much visible luster get high ratings.
For example this, since I don't have coin in hand I'm sure it will show more luster irl. But its hardly cartwheel luster. don't get me wrong its a lovely coin.
Are these generally sought after because they seem untouched? Its graded MS67.

Thankful for edjucation

IMHO, there is a difference between technical grade and overall grade factoring in eye appeal.

Toning is in the eye of the beholder.

Has the look of an original untouched coin and is developing some nice toning. Personally I like it a lot but others may prefer the untoned look.
This is the area where the value of a coin like this will depend on who is interested at the time.

I like the toning on this example. That is my personal opinion. Others' will vary.
