As noted, this is Post Mint Damage. The key to identifying damage like this shows in the displaced metal. When you see an area of raised metal around an incuse area like this, it's just PMD. If this happened to be struck through, there wouldn't be displaced metal, it would be flush with the fields next to the depressions.

Please post both sides of your coins. It helps us identify what's happened and if it's an error or not. Heavy damage usually causes a raised area on the opposite side.
