Wow - very impressive planchet defect, NZStamps! I can't see how this could have been intentionally inflicted on your coin, so definitely not PMD.
Inordinately fascinated by bits of metal with strange markings and figures

Judging by the year of issue, the overall condition and the very noticeable defect, one would assume that this coin was put aside by someone many years ago.

Were you this fortunate person or is it a recent acquisition?
