This one came from an eclectic lot of old coins. Roman imperial and provincial, Greek, and even a Sri Lankan coin, it had a little of everything. But this is one is definitely completely different and I'm not sure where to start...

French India, perhaps?

Does look like a fleur-de-lys to me as well...

A collector on a different site brought up the possibility of it being an Afghanistan civic copper, which can have a similar fleur pattern. I'm looking into those now.
