i was going to mention the metal flow on this one. I think the only thing that I can conclude on this one is the coin is MS. the reverse strike is pretty strong. I'm not seeing any issues in the shadow areas other than possible missing luster. I'm betting the ticks on the gown are die related. I'm not an expert on the striking process but I'm thinking due to the later die state that increased pressure caused the metal flow and at the same time the strong details on the higher devices

if the luster in those shadow areas is similar to the rest of the coin I can agree with paralyse on the grade

I'm with Coinfrog, I can't grade this based on the images. I agree it is struck from fatigued dies and it looks MS.
