My vote is just PMD. I don't see any weakness opposite of the clip, which should be substantial with this much missing.

Besides the lack of Blakesley Effect, there is no evidence of metal flow adjacent to the "clip".
Inordinately fascinated by bits of metal with strange markings and figures

Maybe a ragged clip with obvious PMD I don't think the Blakesly (correct me if wrong spelled) effect is always present

Looks like it was cut - especially on the reverse where the leaf details are still sharp right next to the cut.
