If from NGC, definitely PL or SP.
Is it though?
Based on the lighting of the picture, it could just be an MS.
US TPGs get these wrong quite often.

With this many dings and bangs, this coin can not get a 65. PL64

My first though was that it looked polished. Maybe MS-63PL. With all the marks and hairlines it was a stretch to get get to that number.

I agree it does look cleaned.
I find 1949 dollars hard to differentiate between high-grade MS and SP, but I'll take a stab on this one: MS-65 details.
