Was this an RCM product produced for a third party or is this a knockoff type item?

Municipal Trade Token
Neither an RCM product nor knock off of anything.
Thirty to sixty years ago hundreds of municipalities regularly issued these tokens.
Not so much anymore.

Many are listed on coinsandcanada but they represent only a fraction of those that have been issued.
