1965 Washington Quarter And Blank Jeff Nickel Questions

Hello all! I just recently joined and this will be my first post in needing input on these 2. The Washington quarter.....assuming this is post-mint damage but some markings have me scratching my head. I've looked at the numerous Cuds and Variety sites and the large list of Machine effects and this could be a mix of pre and post mint damage maybe?
The Jeff Nickel was an interesting find. My first thought to it was that someone put a grinder to it but under the microscope I don't see the common grind marks and if it is, it has to be the most precise grinding job I have ever seen haha. (Notice the hair lines and the intact rim).

Look forward to the feedback. I've learned a lot from this community already.

To CCF! The nickel has been sanded/grinded down. The quarter has been heavily damaged, after it left the U.S. Mint. Both are PMD and are not errors.

Thanks for the reply! I thought it might be. Genuinely curious though.....Any idea on what type or form of grinding you think this was? How they got it so flushed and level yet not hitting certain areas at the same time? Like the area of the forehead for instances, how do they grind down the face yet still leave the outline and hair strands visible in that same location?
