Could be remnants of a Die Clash. I see die polishing marks.

Here is the stone cold best example of a bicentennial quarter die clash (currently on sale at ebay for $1250):

The red arrows show some promise for lining up, although as Marve pointed out, that's exactly the same place that PIDT would appear. Yellow arrows are bits where I would be curious about the details.

Probably the most straightforward thing to do would be to look for clash marks around Washington's throat, jaw, chin, nose. The Mint could obviously change out a damaged obverse die, but there seem to be a few squiggly marks below his jaw that warrant examination.

Die clashes are still a weak point for me personally, but the OP's coin seems to have many of the indications for the known clash posted by Brand.
