Im just curious if these scratches are post mint damage.

Im fairly new to the Coin World and I believe that they are post mint damage, I still have my doubts seeing as how the scratches do not appear to be on any of the raised areas of the coin.

Please educate me.

They look like polishing lines from the die to me. Notice how they are only on the fields and not the devices.

Agree with DB here as he noted the lines are on the coin background only so evidence of die polishing here.
