I would think VF 30, however I saw many times these Halfs in this condition over graded up to XF 40

these guys are hard to guess what a TPG called them. all depends on who touched it there. so many issues with these, particularly strike and how much they weighted that in the grade.

VF20 if the knocked it for the strike. VF25 if they didnt

PCGS called it VF20, which I thought looked about right. I thought the surfaces were a little questionable.

It sold for $686 in May, was returned and sold again for $610 in July.

Hehehehe bingo!

The photo angle simulates lustrous surfaces, but in reality, all the luster would be gone at that amount of wear.

Color isn't terrible. I would say it brightened up naturally (circulation wear) and retoned in a wayte raymond album or something alike.
