Mexico 5 Pesos 1947: Struck Through Error?

I am not quite sure what to make of this. The entire area from the top of "0.900" to near the top of Cuauhtehmoc's headdress is lower relief and lower detail.

Would this be the result of being struck through fabric or paper, or is this post-mint damage? Both sides of the coin have hairlines, and the colors are about as seen in the pictures: colorful toning on the obverse, dull gray on the reverse.

Maybe a die adjustment error?

Looks like a Grease Filled Die, it's unusual for a die to wear that unevenly.
