So the "!" importantly signifies "NOT"...
NOT(dated bee 4 UUCP), or Not(Date.Year < 1979), more commonly Date.Year >= 1979...

so not dated before 1979, or dated 1979 or later

Well, taking out the NOW option in the "In use in" box, a few more coins popped up, including this coin which:

I guess the 1979 Liberia 5 cents (O.A.U. Meeting) N#41427
