Did France really have 0.900 silver circulation commemoratives in the 1980s & 1990s. Doubt they would have stayed in circulation long if they did. Surely they were really NCLT.

They are some high mintages for NCLT.

Just did some research.
In 1984 the silver value in those coins was about 27 francs.
So it wouldn't have been worth cashing in a 100 fr coin for the silver.
Silver value was also declining at that time.

Is the circumference (rounded to the nearest 3 decimal places) of this coin either 97.389mm or 103.673mm?
