I decided that though it trades like bullion, it's legal tender, and this coin was not part of the RCM's official bullion program. I would like to hear other opinions as well.

I say bullion is a physical precious metal investment sold at a slight premium over spot. ($2 over spot last time I grabbed some Maple Leafs)
NCLT is a precious metal rip off with investment in mind, carrying a ridiculous premium over spot. (5X spot often)
Neither meant to be spent. Both can have similar legend, and be the same fineness. But they are different to each other.
Just my 2 loons worth.
