I might have to reinstate question 15.
Here is what AI has to say. What do you guys say?

Question..
If someone says, "I'll ask", and then proceeds to ask a question, but does not use a question mark, can that still be considered a question.

Answer..
Yes, definitely. Just like "I have to ask," the phrase "I'll ask" signals the intent to pose a question. What follows is still a request for information, even if there's no question mark.
For instance, if someone says, "I'll ask what time the meeting starts," it's clear that they're requesting information. Even though there's no explicit question mark, the intent remains the same.

15. Is the mint mark a D or J? Yes
16. Is there an effigy of some guy named Kurt on this coin? Yes

I almost guessed thinking it had to be 1979.

Don't get me started on Google AI

Does Numista list this as a Proof or "rare"?

Is this coin dated before 1986?

Please tell us if this coin is dated before 1986

How about if Keith says it was a question, then it was, and if he says he was trying to get a freebie by purposely omitting the punctuation, then he got away with one....

Alternately... GM rules

I'm ok either way

I guess it depends which AI you use:

I asked Gemini the same question:

Question..
If someone says, "I'll ask", and then proceeds to ask a question, but does not use a question mark, can that still be considered a question.

Answer..
Yes, in speech, a sentence can absolutely be considered a question even without a question mark.

Here's why:

Intonation: In spoken language, the rising pitch of your voice at the end of a sentence is the primary indicator that you're asking a question. Even if you say "You're going to the store" with a rising intonation, it's clearly a question.
Context: The surrounding conversation and the listener's understanding of the situation often make it clear that a question is being posed, regardless of the punctuation (or lack thereof) in written form.
"I'll ask": When someone explicitly states "I'll ask" and then follows it with a statement, the "I'll ask" part sets up the expectation that what follows will be a question, even if it lacks a question mark in transcription.

In written language, however, it's different. For formal writing, a question mark is essential to clearly distinguish a question from a statement. Without it, the reader has to infer the intent, which can lead to confusion.

Think of it this way: Punctuation in writing serves a similar role to intonation and context in speech. It helps convey the intended meaning and tone. While a spoken question can get away with not having a literal "question mark," a written one generally needs it for clarity.

Number 19 maybe...

Question...
If someone says, "Please tell us", and then proceeds to ask a question, but does not use a question mark, can that still be considered a question.

Answer...
Yes, it can! The phrase "Please tell us" sets up an expectation that information will follow, and if that information is structured as a request for knowledge or clarification, it's still a question—even if there's no question mark
