That 1984 set has commemorative coins in it, so that was out.
1982 set is also out, for the same reason.

So if we go with your selection, it should just leave these.

hmmm... I don't see a commemorative coin in the 1984 set:
"This 6 coin Mint Year set was issued by the RAM in 1984.
There were six standard definition coins included, 1c, 2c, 5c, 10c, 20c & 50c."

But good catch Trig, that does leave the 1982 out, as well as the Fiji Set, but I believe the Vanuatu and Cook Islands sets are still in play, and I'm certain there are others that are just difficult to find... I only searched about 1000 set listings.

I'm a dill. I bought up the 1984 set page and saw commemorative coins and quickly closed it again.
They were just pictures on the cover. DOH!
