I'm thinking, if they are not a circulation coin, they should be listed under NCLT or collector coins.

that would leave only 1991 and 1993 in Europe I think...

Well, I only see three proof standard circulation coins in Europe, a Norway local coin (merchant token), and a San Marino Non circulating coin...

I'll guess the San Marino 1993:
