I have searched and searched into info on the strike/finish varieties for these years and it's never something that can be nailed down to any degree of certainty. In the picture here, the coin on the right seems to clearly have much finer device details, alignment, and a polished field. The coin on the left would be a typical nice example of a standard circulation strike. Considering the stark difference especially in the cameo effect/polished field, would anyone care to offer an opinion as to the coin in question being a "specimen" finish?

Pics in this format are difficult to evaluate for comparison purposes.

Unfortunately the pics are still not good enough to differentiate between PL and SP.

Less glare, more in-focus...I would also just zoom in closer on the coin in question.

Even with the coin in hand that would be somewhat hard to tell with 100% certainty... There's no known 1964 cent known in Specimen as far as I know, most would say only 10c and $1 exist in that finish and the rest likely doesn't exist.

ICCS does have one 1c 1964 designated as SP64.
