Misprint Or Counterfeit?

My daughter just got back from her class field trip. In her change from the souvenir shop she found a dollar that is missing the seal and serial number that is located to the right of Washington's head just under the statement "This note is legal tender for all debts public and private. Is this counterfeit or a misprint. I can not see why anyone would counterfeit a dollar so I'm thinking misprint. If it is a misprint, where can I find out the value of this? One dollar notes are printed in a three step process, the green ink is the third step. It is possible that it is a misprint(or in this case, no print at all). It is also possible that the note has been altered so

The last time I've seen a missed third printing note on ebay it was going for $20. Of course, that was in XF-AU condition, so the quality of the note does affect its price.
