If you do the math, ignore proofs and 2017 cents, since the 1959 start of the Memorial through 2022

You missed the 2009 but it's only 0.4% of the total - 2.3 billion

1982 is now forty-three years ago, I grew up in a time when the only quarter you got in change was a 1965, and maybe the occasional 1967, and now you won't find those as sixty years have passed. Attrition does happen over time. It should also be noted that more than 441 billion cents have been struck since 1909 (through 2022), so there are a lot of cent jars, trash buckets and the like out there.
