1963 Indented Strike? Partial Brockage?

I picked up 19 penny rolls at the bank today. There were some older Canadian cents and a lot of older US wheat cents (1909 VBD, 1923S etc.)
This Canadian cent stood out and I would appreciate any thoughts/comments. I am thinking indented strike, partial brockage (or PMD)? Thanks

Agree, nice find, can't believe you found a 1909 VBD that ones been eluding me.

It had been eluding me too, until today!! It was in pretty good shape too considering it is @116 years old.
