This is an Australian $1.00 Perth mint(7,500 mintage)commemorating 200 years of Postal Service in Australia (1809 to 2009). This coin's reverse depicts a colored representation of the first post master Isaac Nichols from an artwork by R.Shackel. The image is surrounded by the border inscription 200 years of Postal Service. The obverse depicts the Ian Rank-Broadley effigy of Queen Elizabeth 11 and the year 2009 The Obverse  The Reverse  hope you enjoy it regards

The scan is of poor quality, the actual colours are even much brighter. regards,

It's not a scan Bob but a photo taken in sunlight and  yes it doesn't show the full color. regards Harry

I have never seen one of these coins with a picture on the back in person. Is it just painted on there? Is the design also part of the coin, or is coin flat and the design paint only?

G'Day John Paul like the letter the inside rim around the painting is raised above the paint,I don't know how thick the paint is though I can see the proof gloss underneath the paint on other coins but didn't notice it on this one so all I can tell you with the coin in hand is the paint is flat and not like an oil painting.

 Coin - the definition: A coin is a piece of hard material that is standardized in weight, it is produced in large quantities in order to facilitate exchange, and primarily and above all has the mark of the authority that produces it. Coins are used as a form of money in transactions of various kinds. ............................................................................................ As you can see, this is not a coin. It was never intend to be used as money. To me, all so-called "proof coins" are just souvenirs and those with bright colorful pictures the most tacky of them all. Sorry.
