Hi, I have several US Federal Reserve Notes in the denomination of $1 that are commemorative of the Texas Sesquicentennial. I have been unable to find any other paper money similar to mine through online searches. They have authentication papers. Some of these have what must be some significant errors because there are some notes with George Washington on the front. These notes have with them in their protective case three additional items: 1) a little paper insert that is the size and shape of where a dollar bill usually has George Washington's image. This little cutout piece of paper is stamped with an image of the Hopkins County, Texas courthouse. 2) a small heavy weight gold colored cutout of a star, 3) a letter of authenticity Other notes are missing the image of George Washington but instead have the Hopkins County, Texas courthouse printed his place. These notes also have the small star and the letter of authenticity, but they do not have the oval insert with the courthouse printed on them. I am struggling to attach any images because I can't seem to make my files small enough for this site.  to the CCF These appear to be genuine BEP notes that were after market overprinted as souvenirs. You are not going to find information on them through numismatic sources because they are not authentic BEP products but rather notes modified by a third party. You say they have a letter of authenticity. That should identify who modified the notes, but does not change the fact that they are not genuine US issues.

It looks like on the back of the bills that stickers have been placed over the courthouse. The stars are probably also stickers. If you can remove them, they will be worth $1.00 each.

Thank y'all so much! This is very helpful information. The star is a little cut out and not actually stuck to the note. Same goes for the courthouse cutout on some of the notes, but on other notes the courthouse is actually stamped on them in place of Washington.

I would assume that the "cutouts", as well as the stars, were all originally stuck onto the notes and the glue has deteriorated since 1986, making the stickers fall off.
Making cutouts to stick onto regular US notes seems to be a common occurrence; you can find them in just about any theme you imagine, from Mickey Mouse to Elvis to Queen Elizabeth II. The general legal consensus is that they are "Art", rather than "advertising", and therefore legal to adhere to a Federal Reserve Note and sell as a souvenir.
They almost certainly would have originally been sold as souvenirs back in 1986, for considerably more than a dollar, but there is generally less value for them on the collector market.
If you want my advice, hold onto them until the Texas bicentennial year 2036, and there may be some interest in them then?
