Newly Found 2008 P New Mexico Quarter Strike Through Error

Here is the back story for this find. My Friend Robert scored over $4000 in BU Bank and Mint rolls of State Quarters from a bank teller who informed him about the collection. There are both P and D mint marks. Well living in the west it is difficult to get P mint quarters here in my area. I was able to purchase 36 rolls of P mint mark State Quarters. This quarter came from a US Mint Roll. I Believe this is a strike through error on the reverse Northwest side of the coin.

This coin also has some unusual toning, could it be possibly also be an improperly annealed coin as well?

Looks more like a stain than a Struck Through error.

Errers, you could be correct, Taking a closer look at it. I just rubbed a toothpick over the area and it felt smooth. I didn't even think about it being a stain. It looks similar to a strike through I have found before. OOPS ! I just tossed it into some acetone and the stain is still there. Again it does smooth. So being from a mint roll what is going on with this coin. It was in the middle of the roll so toning didn't happen because it was on the end of a roll. No color change after the acetone wash.

it seems to have the same arc as a quarter. could have gotten stained while nesting against another quarter is a bath or something.
