Newly Found 2008 P New Mexico Quarter Strike Through Error

My Friend Robert scored over $4000 in BU Bank and Mint rolls of State Quarters from a bank teller who informed him about the collection. There are both P and D mint marks. Well living in the west it is difficult to get P mint quarters here in my area. I was able to purchase 36 rolls of P mint mark State Quarters. This quarter came from a US Mint Roll. I Believe this is a strike through error on the reverse Northwest side of the coin. This coin also has some unusual toning, could it be possibly also be an improperly annealed coin as well? I just rubbed a toothpick over the area and it felt smooth. I didn't even think about it being a stain. It looks similar to a strike through I have found before. OOPS ! I just tossed it into some acetone and the stain is still there. Again it does smooth. So being from a mint roll what is going on with this coin. It was in the middle of the roll so toning didn't happen because it was on the end of a roll. No color change after the acetone wash. "LOVE THE HUNT!"
