I found this going through a bunch of change in a bag that a nice friend gave me to look through. I emailed Mike Diamond, and he said it was Pre-Strike Damage. https://www.error-ref.com/pre-strik...er%20plating. From error-ref.com: Quote:

Thank you, uruman, gigi2110, and Dearborn. This is a weird case of Pre-Strike Damage. Basically it means that it happened after blanking, but before the strike. Errers and Varietys.
