I'm pretty sure it is an Obverse 4. The two dots on the bottom curve of the 9 are lights spots. Any thoughts are much appreciated. Thanks in advance!

I think that it's a VF-30+, cleaned but might get XF-40 with the right TPG'r.

If Canada had a VF35, I would go with that but seeing they don't,
I will be conservative and say VF30 cleaned
