1991 Penny -What Can Cause This? - Coin Community Forum

What my camera cant show is the you can see writing along the rim and looks like 1975 or 1990 imprinted on the shirt. Newbie trying to learn and any help would be appreciated! There is no writing on the rim, those are just scratches. Also there are no dates on the shirt, where would they come from when the coin was struck.
