1883 IHC Large Lamination, Light Weight & Visual Doubling

As the title suggest, I need some help setting me straight on this one!

There's what appears to be a rather large lamination error on the obverse, and the coin has that odd tone and streaking to it. Is this an improper alloy mix? It weighs 2.9 grams.

There's also what appears to be doubling on the obverse legend and at the top of the shield on the reverse (highly improbable, I know), and while it doesn't look like the example of Longacre doubling on error-ref to me, I've zero experience with it.
