What's your opinion on the bell lines will pcgs give it a fbl or the ding at the center will hold it back?

I think it's more than just that "line" in the middle that will keep it from FBL. Looks like there are a lot of Dings/Scratches across the bell lines.

there are all kinds of hairlines across all devices on both sides. either coin was wiped with something to buff it, or it was whizzed.
