Looks more like a stain. If it was missing partial cladding,
it would be showing a copper core, not black.

If you weigh that coin to two decimal places, it will probably be within Mint tolerances. Lost cladding would cause a reduction in weight.

It might look that way in the images (optical illusion on the obverse), for the reverse it is just stains. Look in the area of the R in LIBERTY, that is the first level drop off. The second and deeper drop off is in the area of UNITED STATES and continues around to the bottom.

I cannot see any 'drop off' with these images. perhaps better images with lighting from an angle to show shadows.
Also a weight would be very helpful.

Here are some closer images showing the elevation transitions on the surface. Also shows the flecks of copper visible. The ridges are high enoungh to catch on your finger nail.

This is hard to show in images, but for the sake of argument, assuming it is not a stain, and the elevation of the surface is as I say in this image (notes). What would cause this?

It could be a layer of glue. Try soaking it in acetone for a few hours to see if there is any change.

Whatever the cause, it could not have happened during the striking of the coin.
Sometimes you might never find out exactly how damage happens but
it doesn't really matter, damage is damage and your coin is damaged.

The weight for this one is 5.62, so a little light, but not much is missing. I will try to get an angle view on the drop-off.

Here it is. From the top of the rim down over ED in UNITED. Showing the rise from lower where UNITED is to higher elevation of the rest of the surface.
