How do they account for the serial numbers that are issued if they're not sequential?

On Pack Number (5) of 100 U S Federal Reserve Notes The Serial Number starts with L08264085E and ends with Serial Number L08264195E. Trying to Comfirm the actual Printing date of March 2023 Notice the Transitional Printing Numbers do no end with the last 4 Digits of ( 9999 ) as usual.
